Under CSA rules CM is paid for the under 19s in full time education. If there is a court/consent order the terms can vary but the standard one is as above. It's can be ambiguous when an order is just worded 'until 17 or completes full time education' Court orders can be varied/clarified to include over 18s. When parent are separated and there is no court order children over 18 in education/training can apply in their own right for maintenance from their parents.
