i had a letter off the csa after waiting nearly 7 months stating that my ex owes me x amount of money, but he is refusing to give over any details, can any one tell me what happens next?

My ex has refused point blank to support his children, instead favouring to take his new gf out and look after her children. last email i sent was asking if there was any chance of him helping with the cost of the childrens school uniform, to which the reply from his gf was our allways looking for money!

can any one tell me what happens next?
