Can CAFCASS recommend additional contact for the father at the mothers bequest?
And how likely is the judge to enforce this on the Father?

You might need to elaborate to get real assistance here, do you mean if mum wants dad to have more contact can the court make an order and force him?

Yes, if the mother has asked for the father to have additional contact due to her new circumstances and the father has said no due to existing commitments, can CAFCASS recommend the additional contact and can the judge enforce it?

Basically no. A mother can say that she feels X level of contact is appropriate, and a father can say that he feels X amount of contact is appropriate, bubt no one can "force" someone to have their child if they are unable or unwilling to - certainly if any such order was made it would be unenforceable in my view.
