My Final Hearing is coming up in 2 weeks, the surveyors report has not arrived yet and was supposed to have been filed at court on 17th March.

Will a late submission lead to an adjournment of the FH?

Does the report need to be officially agreed between the 2 parties before the FH can go ahead?

Part 25 FPR rule states you can ask the surveyor questions but the order hasn't made provisions for this. Do I assume that the question and answer stage must still be complied with?

Sadly, its usual for things to be late so don't worry about it.

I assume that it was a joint instruction of the surveyor, so whoever took the lead should chase it ASAP. There shouldnt be much to question in the report as it is independent.

It's highly unlikely that the FH will be adjourned if the report is late being filed depending on how much it would impact the overall pot.
