If an order is made by the court at an FDA stating "there will be no order to costs" then in the FDR court makes an order for costs, for instance due to lies by one party, will the costs order at the FDR cover any costs prior to the FDA. Or is it by the very fact that there was no order to costs at the FDA the previous early costs prior to the FDA cannot be claimed/awarded by the court?

The order made at the FDA will stand regardless of any order made at the FDR.

The FDA order will mean costs of the hearing only so it is possible that an order which says "costs of the application be paid by X party" could include all costs apart from the FDA hearing itself.
