a Consent Order hearing has been ordered by the district judge where both parties have to attend , if we are both in agreement can the judge rubber stamp it there and then or what is the procedure if this does not happen

It sometimes can happen that a judge will not accept a draft consent order submitted to him for approval.

In that case, (s)he will explain what the problem is and if you are happy with whatever is proposed, then the order can be approved there and then. But if not - well, you have to consider the matters raised and you may even have to re-negotiate.
