Court Order start from Decree Absolute?

The preparation of our Court Order has dragged on a few months now.
Will all the clauses in the Order take effect from the date of the Court Order or Decree Absolute?
My STBX was told to put £ 3K aside for utility bills which, once spent, we would then share 50/50.
He is insisting that that money has already been spent as he is using the starting date of the FH and not the Decree Absolute (not applied for yet).
It means that I would have to contribute sooner to the utility bills. My earnings are a lot lower than his and I also pay all the kids stuff.
Which starting date is correct? The FH date or the Decree Absolute?
Can he include a clause in the Order to say that he has already spent that money?
Help please.
