Quick question :)

If a respondent has failed to send in the D10, can a D89 be used if the respondent lives abroad?

I guess technically. But a process server is always a better option than a court bailiff. For a start, court bailiffs will telephone to make an appointment for service! Which, if the recipient is trying to avoid service, defeats the whole point!!!

Nope its a bit more complicated than that, you need to go through the dispensed service process, and its a long story.
