Does anyone know what form or how I would go about asking the court to deem Petition as being served and what forms or paperwork I need to attach?

The form is D11, and you would have to attach some form of evidence that service has been made. For example, this could be an Affidavit from a Petition Server.

The respondent is in another country and the papers have been posted by the courts twice and no acknowledgement has been received. The only possible proof I have that it has been received is that the papers have not been returned by the post office which means they must have been collected.

I had this problem with ex ignoring all papers and unsuccessfully using a process server in the country he resides. In the end the court agreed service could be made by email using a system that shows when it is delivered and when it was opened.

I forgot to mention the form its D13b, i wont tell fibs dispensing service is usually progressed by a solicitor using affidavits, so you may need some help.
