Consent Orders are enforceable, however the other side only has to show they are trying to sell and there has been no interest.
If she is being deliberately obstructive you will need to show evidence so talk to the estate agent(s) involved and ask for a letter showing how much interest there has been in the property, feedback from viewings, any offers etc.and take this to court.
If you think the house is overpriced you could ask for it to be revalued, especially in the current market.
