If your ex has received the paperwork and just refused to complete it you can apply for something called deemed service. If you have any communication from her saying she's got the petition that would be enough evidence.
The finances are separate to the divorce itself. You either need to agree a settlement and get a consent order drawn up and submitted to the court for approval or ask the court to help you sort things out.
