LIP stands for Litigant in person , i.e. someone representing themself in court without the aid of a solicitor/barrister.

Louise is referring to the 9 pounds something an hour a Litigant In Person can in theory charge for their time in preparing their own case.

Of perhaps in her case it is the charge she intends to make every time her mouth moves...(lip geddit?)
