Check what the order from FDR says. It should specify.

You can make an Open Offer at any point between FDR and FH to save the costs of FH but if FH is going ahead, the open offer usually needs to be sent a few days before and included in the bundle which normally needs to be prepared 7 days in advance. NB It can be made closer to the hearing - it is not unknown for agreement to be reached on the court steps.
