What steps can we take to reach a fair agreement?

The four basic steps to reaching an agreement on divorce finances are: disclosure, getting advice, negotiating and implementing a Consent Order.

We divorced three years ago and the split was 40/60, 60% of division in my ex''s favour. So this means proceeds from house & my pension. No kids. Married 12 years.
In the past two years, my income has dropped by £50,000. I am remarried and have a child (plus a step-child from my wife''s previous marriage. My income will drop a further £12,000 this year.
There was a Clean Break order issued, but I''m just wondering if it''s possible to return to court, in light of current financial circumstances.

No, I''m sorry but a divorce settlement is final and can only be revisited if it comes to light there was fraud/non disclosure at the time of the settlement, something happens shortly after the order was made that changes the basis upon which the order was made or there undue influence.
