Apprently, the confusion over the address change is not the fault of the Legal Ombudsman, but due to changing partners. See this presee release:

Legal Ombudsman scanning partner apologises over confusion
caused by address change
The Legal Ombudsman’s scanning partner, EDM, has apologised for
inconveniencing lawyers and consumers by changing its PO Box address
following a takeover.
Our previous partner, SALA, was acquired by EDM, based in
Wolverhampton, last year, and the takeover forced the Ombudsman to
change its PO Box address.
Keith Ireland, from EDM Group, said: “We regret the inconvenience and
any confusion caused by the change to the PO Box numbers. This was
due to the need to comply with Royal Mail sortation requirements when
the physical mailroom was relocated due to EDM Group’s company
expansion through acquisitions.”
“We’re confident that the significant benefits that these changes bring will
outweigh the regrettable but short term inconvenience they have brought
about. Furthermore we would like to assure all parties that no further
changes are anticipated.”
Chief Legal Ombudsman, Adam Sampson, reassured Legal Ombudsman
customers that the changeover process would not affect services,
claiming: “It’s business as usual here at the Legal Ombudsman.”
He said: “Our scanning partner has confirmed that the new address is
now up and running, so we’re in contact with the relevant approved
regulators about the change.
“We’re also writing to all lawyers in our database. Mail will be forwarded
from our previous address until August, giving lawyers five months, which
should be sufficient time, to update the information they hold about us
and signpost their clients to us. We’ve asked for assurances from our
scanner that this won’t happen again soon, so we’re confident that our
service will continue to operate smoothly through this change.”
As part of its commitment to being a paperless organisation, the
Ombudsman originally had an arrangement with SALA, under which all

Press releasepost was sent to an address in Tamworth before being scanned and
emailed to the Legal Ombudsman.
Post is now sent to EDM for scanning to save on administrative costs,
whilst cutting out the need for filing and storage space. The change in
address has not affected operational offices, which remain in

Interesting factoid: The scanning procedure was introduced over a decade ago as thousands of records were destroyed in a basement flood at the Redditch office.
