Hello , can anyone tell me what "no order as to costs" means when accompanied on a financial proposal letter that has been received from ex''s solicitor.

I assume this is a draft Consent Order, all it means is you both pay your own legal costs, nothing to worry about.

It is not a draft consent order, just a financial proposal pointing out other side''s proposal. List of items with bullet points alongside.

It''s what they propose as an order, it amounts to the same thing, they suggest you each pay your own legal costs.
