I applied for a divorce in April.

My wife responded just before the end of the month and I got an email from HMCTS in May confirming this.

On the 9th July I got an email saying that that she had not responded.

Looking at it online, it says response not received, but it also lets me view her response made in April.

I sent emails on the 9th and 18th July about this and have not got a reply.

What should I do next? Write? Phone? Is this sort of problem common?

This sounds like a technical error. You can contact the technical team at Gov.UK and get support from them, hopefully they will be able to resolve it quickly.

If you scroll to the bottom of this link, you will details of how to contact the tech team.

That turned out to be interesting.

I eventually got through using web chat - was kept on hold on the phone for a long time, and email got no reply (as I said).

It was a technical glitch. Apparently because there was a change of name. I think she she may have put her name incorrectly on the response - its showing as firstname firstname surname instead of firstname middlename surname.

The system then decided it was a defended case and its showing as such (its not, its no fault and the response says "the respondent will continue without disputing the divorce"). They did not manage to fix that, but they said it does not matter and I can apply for the conditional order on the original date.

Looks like all is well, but not exactly impressed by the efficiency of the service
