Do you use Consent Order (Clean break) if there are debts?

For our divorce there is no assents such as property, pensions or savings etc. only Debt that has mostly been paid off. Do we still use the Consent Order to detail debt? Also do you include child maintenance on this form too?

I assume this is sent after the Conditional Order has been agreed by the courts and before the Final Order?

Yes you can detail only debts on on the form and obtain a consent order.

The timing for applying for a financial order is not usually critical. You need the Decree Nisi/conditional order before applying for the financial order but it's not uncommon to have already applied for/received the Decree Absolute/final order prior to dealing with the finances.

You can include child maintenance in a financial order but it only last a year. If the figure is already agreed it is not critical to include details as the jurisdiction for child maintenance lies with the CMS.
