No thats not the case, the judge only grants the decree once they have considered all the paperwork and agreed, yes the marriage is over, the granting of decree is a paper exercise nothing more, the decision was made prior to decree.

No, there really is nothing to see. The judge does not say anything out loud, just stamps/signs/whatever. It would be like watching your car tax being processed.

If costs are not agreed beforehand then they are decided at Nisi, but become due at Absolute. If costs are to be argued then that is the only reason to attend the Nisi. And even then, fighting over costs is seldom worthwhile.
