Applicant is stalling divorce

Hello,
I'm in the current situation and not really sure how I should be proceeding. In May of 2024 my ex spouse applied as a solo applicant for divorce before I was able to. I responded as this is a divorce I wanted, and the divorce went forward.

After the 20 week waiting period they had still not applied for the conditional order or Consent Order. After weeks of trying to contact them (both myself and my solicitor), my exspouse finally told me over a phonecall that they would not be proceeding with applying for the conditional order out of spite (their words, not mine). I am not concerned about finances, only the divorce moving forward.

I am unsure of where to proceed from here as I am the respondent not the applicant and there seems to very little I can do in this situation. They have not withdrawn their application either and now I am feeling trapped. Any advice on how to proceed in this situation is appreciated.
