A justice of the peace is a judicial officer appointed by means of a commission to keep the peace. Depending on the jurisdiction, they might dispense summary justice and deal with local administrative applications in common law jurisdictions.

Justice of the Peace courts are now held in District Courts and court officials there will help you find a JoP. Alternatively you can try CAB. There is no fee for signing in front of JoP but there is one when you use a notary or commissioner of oaths.

A notary is a lawyer who has qualified in notarial practice.
